Citizen 1985 Ketagalan Blvd Demonstration Statement
** Background
A month after the death of Hung Chung-Chiu, a young Taiwanese army conscript, truth and justice remain out of sight despite the nation-wide attention and demand. Hung was sent to detention for carrying a camera phone to the army barracks days prior to his scheduled discharge from army service, and died a week later of severe heatstroke and multiple organ failure after strenuous disciplinary drills in sweltering heat and denial of water and medical aid.
Hung's death has been widely suspected to be a result of cruel abuse and/or deliberate homicide, an accomplice structure long existing in the military, and even possibly organized crime. What set off widespread public rage is the military investigation that has seemed intentionally tardy, passive and biased toward the army.
The pain and sorrow of Hung's family is easily felt by many in Taiwan as military service is mandatory for all Taiwanese young men. Many also fear that this same tragedy may happen to their loved ones.
** The "Truth"?
Investigation did not start until two weeks after Hung's death, by which time crucial evidence could have been destroyed and all offenders well colluded. As each day went by, the vague and contradictory statements from the military investigators, the hastiness with which conclusions were reached, the failure to present plausible motives in the lengthy indictment, and the release of the major suspects have all shattered the public's faith in the military Bureau of Investigation.
** What We Demand
We, the Citizen 1985 Activist Group, hold strong doubts about the investigations, and demand truth and justice for Hung's family, as well as tens of thousands of tragic military cases in the past decades, which have all been suspiciously accounted for as suicides and accidents. It is high time the military laws be reformed.
1) Special Investigation Division (SID) under the Supreme Prosecutors Office move to investigate Hung's case, or the military sector and the judicial system jointly carry out investigations, immediately.
2) The military sector set up a special committee to re-investigate unjust death cases recorded in the past years.
3) The military prosecution system be dismantled and military criminals be tried in civilian court during peacetime, with the president fully responsible for the human rights of soldiers.
** Name of the Organizing Activist Group and Rally Logo
The name Citizen 1985 is inspired by British author George Orwell's novel Nineteen Eighty-Four, and the military's complaint hotline "1985". The logo for the 2013 August 3 protest is "a bleeding eye", symbolizing "the eye of the citizens" which turns Orwell's "Big Brother is watching you" on its head, becoming "Big Citizen is watching you."
** No Truth, No Forgiveness!
Our previous pleas for military personnel to be tried in civilian court during peace time have been vetoed by the Legislative Yuan, contradicting the promise to corporal Hung's family offered by President Ma, also Chief Commander of the Taiwanese Navy, Army, and Air Force, that he shall see to justice. Today, we stand on the streets of Ketagalan in front of the Presidential Office to voice our anger and disappointment. We shall not falter until action is taken and justice is served.
