After she was put in handcuffs, Wubbels was put in Payne's car for about 20 minutes before being released and no charges were filed against her
Wubbels does not plan to sue the city, but she released the video to hold police officers accountable in the future
Since the video emerged Payne will now face a criminal investigation into the incident
