Every three months, Zhang Xi-Ming commits a kidnapping for ransom, ranging from staged car accidents to open gunfire during abductions. If the ransom is not delivered as agreed, he even goes on shooting sprees at the victims' families. His criminal tactics become increasingly audacious, and he completely disregards the police. However, just a few months ago, the 319 shooting case occurred, and its politically sensitive nature put the police in a chaotic state. Meanwhile, Zhang Xi-Ming continued to create havoc, stretching the already limited police resources. In this desperate situation, the 0715 Special Task Force was formed. After days of close surveillance, the police discovered that Zhang Xi-Ming had at least five accomplices with formidable firepower. Despite the risks involved, they decided to mount a daring raid. Unfortunately, the outcome was a humiliating defeat for the police.

After this failure, the task force conducted a thorough review. While the police regrouped, they unexpectedly received a letter from Zhang Xi-Ming, suspecting that a certain person with the surname Hong had betrayed his hiding place in Daliao to the police. Could Zhang Xi-Ming be planning further retaliation? Not long after, he committed another crime, forcibly abducting a victim at the Mado section of the national highway. This time, the ransom reached a staggering 40 billion New Taiwan Dollars.

The delivery location was a row of townhouses in Shalu. Learning from the previous shootout in Daliao, the task force became even more cautious. They rented a house on the opposite side, conducting 24-hour surveillance and thoroughly understanding the surrounding terrain. They devised a plan to attack from the front and defend from the back, and brought in a rare armored vehicle as a battering ram. Everything was prepared, waiting for the command from the on-site commander.

There are many legends about Zhang Xi-Ming in the underworld, but the veracity of these stories varies. However, one piece of information has been confirmed by the prison authorities: After being incarcerated, Zhang Xi-Ming resumed his studies with the hope of completing junior high school.

After two large-scale operations to capture Zhang Xi-Ming, the police gained valuable experience and improvements in both equipment and tactics for assaulting fortified locations.
